When we +talked in February he was optimistic we could get this in front of the UN +Secretariat by this September. Because I was offnet for 4.5 months subsequent +to that Im not sure if that is still in the deck. The basic theory is by +randomizing the votes in the Power Council (only one members vote, at random, +is counted we are forced to horse trade which will manifest itself with +greater stability at a *.* level.
