So I grok, at the time of send, that some of the emails I have sent to USD R&E raised red flags. Hopefully you have read the one I attempted to send Dr. Van Rybroek (the email I found for him is bad btw) and you understand that my mental health issues provide me with a unique perspective of cyberwarfare that I believe we, as in NATO allies, have a responsibility to leverage and direct.

Your working and studying life seems to have been complicated by aspects of "mental illness".
Well, really, the pattern of "the human mind" is probably just not perfect at the current stage of evolution.
You MAY be able to live better by somehow evolving to be less dependent on psychiatric medicines.
However, I think that the medicines used to treat "bi-polar" tend to be less depressive of "cognitive functions" than those that are typically used to treat "schizophrenia".
Maybe some optimal selection of medication, perhaps with some lithium, would minimize negative effects on "cognition".

To the right is the latest draft of UN CYBERCOM, what Yale Li | LinkedIn described as Security Council for Cyberspace. When we talked in February he was optimistic we could get this in front of the UN Secretariat by this September. Because I was offnet for 4.5 months subsequent to that Im not sure if that is still in the deck. The basic theory is by randomizing the votes in the Power Council (only one members vote, at random, is counted we are forced to horse trade which will manifest itself with greater stability at a *.* level. In this version I added GCC to the Central Council which resulted in the weightings being changed to balance the equation. I also moved members of the Emerging Power Councils such that the African continent always has say. In a vote only one Emerging Power Council is selected at random for juxtapositioned horse trading.
In order to launch this NATO CYBERCOM must be publicly provisioned as effectively all top level members must be a CYBERCOM and in order to make this reality we have to give back something. While ostensibly placing NATO at the same level as our adversaries, China and Russia, weakens our voting ability that the permanent nations of the UN Security Council enjoy however: by grouping our 30 nations as a block we will be far more organized and effective. Attached is an early draft of To Defend Cognition that speaks to why we need this: as you may or may not know General Burke Ed Wilson, while he was Assistant Deputy SecDef for Cyber Policy, and I designed a voting solution to the Article V for Cyber where we have Coalition Threads and Federated Links specifically to deal with compartmentalized intelligence. General Wilson expressed to me that there was a serious problem NATO was facing with defining the CYBERCOM architecture: even among our closest allies we could not always share not only the evidence of who was attacking us but even the nature of the attack. So my idea was we create Threads grouping nation level CYBERCOMs by level of trust and then Linking them together with weights, all of which are chartered and public knowledge, and we run a Monte Carlo simulation to evaluate votes. This same concept can be used to group actions with an individual Thread having operational authority over non-members civilian cyberspace: thus walking around the laws most NATO nations have in place to prevent military action on their civilian networks.
A relatively new development in Warfighting Doctrine is the invention of "Continuum of War" which was introduced to me by my business partner - Nick Chadwick, who is based out USA INNOV CMD - late last year.

The basic definition is that Competition drives Crisis which drives Conflict which drives War -> ALL of which affect change that meshes into the continuum resolving and/or exasperating the underlying compositions/aggregations of their succeeding/preceding adversarial interactions.
What this diagram does is factor in the 4D superset prism defined in http://multiplex.studio/files/ATreatiseOnReality.pdf , in this case in the form of a multidimensional Ven diagram which should really be expressed in 4D, something that can be accomplished with a 3D modeling tool which I don't currently have access too so I did the best I could in Visio. Competition is generally a purely Cyber construct whereas Crisis occurs primarily in the Thought dimension with overlap in to Time, Conflict in mostly Time but also Space and War occurring in Space with slight overlap into Time.
Finally I include a concept from http://mutiplex.studio/files/CognitiveCyberwar.pdf - pages 11-12 - that expresses the Bayesian-esque utility curve shapes for Competition exist in the same range but different magnitudes whereas war curves are shaped at the same magnitude but different ranges: this will reflect "Reality as a Probability Curve" contentions in that paper.

Whereas UN CYBERCOMs ultimate goal is to force the entire world into Competition, NATO CYBERCOM will on ocassion foster Crisis to enhance the change vectors in our Alliances favor. We have to expect all nations CYBERCOMs will do the same. I am confident the equilbrium here, as designed, will directly result in a purely competitional society within 5-10 years.
