Update the TA02 Objective Planning counters

Team has been triaging counters using a github project. These are the changes to TA02: - Add C00222: Tabletop simulations (Disrupt) - C00028: change title - C00070: change title - C00060: change title - C00207: change title TA02 now contains techniques [9, 11, 28, 29, 30, 31, 60, 70, 164, 207, 222]
